Sure, I understand that. I'm a magician rather than an NLPr, so I go for those
explanations first (no disrespect intended to anyone..) Unless I'm being
exceptionally dense though, (and this happens on a daily basis), I'm not sure
where the ticket switch takes place. Assuming here no collusion on the part of
the operator, which would make any discussion redundant.

Correct. The machine first says the ticket is a losing one and then
says it's a winning one.

This very fact makes ideas about the operator being influenced
completely redundant.
