Hypnosis is the 'state'* where suggestions are
given, so yes you'd be right in saying that they're
different. However, when someone hypnotises someone else,
they will inevitably give them suggestions (however
innocuous), otherwise it would just be guided meditation.
Suggestions can be given to a person subtly without the need
for hypnosstic trance. Look at advertising for
example.
* Some scientists do not actually think that
hypnosis is an actual altered state of consciousness.
